Arizona’s law doesn’t allow for table games, but some Arizona casinos offer video blackjack, video craps, and video roulette. Arizona’s Native American tribes are not legally obligated to provide the payout ratio for their machines. Arizona’s Department of Gaming has set up the following payout minimums: (The maximum payout is 100%.)

California’s voters approved tribal casinos with electronic games as well as card games. California’s tribes are not required to publicize their payout schedules, so there is no information available.

Delaware has slot machines in its pari-mutuel facilities. The machines are video lottery terminals, and are operated in conjunction with the Delaware lottery. The machines also include video poker, video keno, and video blackjack.
According the Delaware Lottery, the average video lottery terminal return at Delaware Park is 92.50%, at Dover Downs, 91.50% ,and at Midway Slots & Simulcast it is 90.12%.
Broward County, Florida, has voted to allow Class II gambling machines in Pari-mutuels and tribal casinos, but the law has not been finalized, because the affected institutions are arguing for class III machines. Florida does have pari-mutuels, but the only slots associated with Florida are gambling cruises. The cruises allow gambling only after leaving Florida’s territorial waters, and are not regulated by any laws.
There are gambling cruise ship operations which depart from Georgia and sail threemiles out into international waters where casino gambling is permitted.
Since the casino boats travel in international waters, they are unregulated and the machines can be set to payout whatever the operators want with no set minimum payout.
Idaho has Native American casinos that offer electronic pull-tab slot machines, which don’t have a cash payout. The payout is by receipt, and it must be cashed out at a cashier. Payout rates are not publicized. Some Idaho casinos offer bingo.
The following information is provided by the Illinois Gaming Board. The casinos reported average payouts for a year period on all slot machines.

There are Native American tribal casinos in Kansas, but the payouts on the slots in those casinos are not a matter of public record.
Louisiana law requires that casino slot machines pay out 80-99.9%, while at other non-casino facilities, the maximum payout is 94%.

Maryland is in the process of working out a deal to allow slots in Pimlico, Rosecroft, and Laurel, three Maryland racetracks, but there are currently no legal slot machines in Maryland
There are gambling cruise ship operations in Massachusetts which sail into international waters where casino gambling is not regulated.
Michigan has 16 Native American casinos, and there are three Detroit casinos. The Native American Casinos are not required to release statistics of actual payouts, but are required to pay at least 75%.
No information has been released regarding the payout rates of the Detroit casinos.
Minnesota has Native American tribal casinos. The Native Americans are not required to release statistics of their payouts, but the slot machines must be set to pay within a certain range

Mississippi’s gaming commission breaks down slots statistics by region. There are three main regions:

These figures show the overall percentage of returns on all machines in each casino. Machines include video keno and video poker. Casinos with lower casinos are generally those who have more video keno machines, as video keno has lower payout rates overall.
Montana’s law allows bars/taverns to have up to 20 electronic gaming machines. The machines can have video keno, poker, or bingo. Machines may not payout in cash. Instead, winning players receive a receipt which can be cashed. Minimum bets are $2, and maximum prizes are $800. The minimum return for these machines is 80%.
While Native Americans operate similar video games, their payout percentage is not regulated, and prizes are capped at $1000, instead of $800.

New Mexico has 16 Native American casinos that offer both table games and slot machines. Slot machines are required to have a minimum payout of 80%
Race tracks, as well as fraternal and veterans clubs have slot machines. Payouts are required to be between 80% and 96%.
New York has four Native American casinos located in upstate New York. The terms of the compact between the tribes and the state allow only table games and slot machines are not permitted. Both tribes, however, have video gaming machines which offer slot-style games, plus keno and poker. These machines do not pay out in cash. Instead, they print out a receipt which must be exchanged for cash. As of May 2005, virtual lottery terminals are allowed in racetracks. Payouts for the terminals are unknown at this point.
North Carolina has one Native American casino, operated by Harrah’s. In 1994, the state’s Eastern Band of Cherokee Native Americans signed a compact with the governor to allow video gambling with jackpots up to $25,000. According to the terms of the compact, the video machines must be games of skill and are required to have a payout rate of 83% to 98%.
North Dakota has more than 800 sites throughout the state that offer blackjack, with a $5 maximum bet, for the benefit of charities.
There are also six Native American casinos which, although not restricted to that same $5 amount, are limited by law to the following maximum bets: blackjack-$50, craps-$25, slots-$5, video poker-$5 and poker-$10 per bet, per round with a maximum of three rounds.
State law requires electronic machines to have a payout rate of 80% to 100% for unskilled games. Games of skill are required to pay out a minimum of 83%.
Oklahoma operates over 80 tribal casinos, and the state has begun issuing permits for class III machines in the casinos. There is currently no data available as to payout rates.
Oregon’s law allows taverns and bars to have up to 5 video poker terminals.
These terminals are operated in cooperation with the state lottery, which takes a percentage of all money earned. The maximum bet on the machines is $2 and the maximum payout is $600. The machines accept cash, but pay out in receipts which are taken to a cashier.
These machines had an actual average return of 93.3%.
In the 9 Native American casinos in Oregon, tribal compacts do not specify a minimum or maximum payout percentage on slot machines.
Rhode Island has a single casino with 1,000 slot machines. Winnings from the machines are printed on a receipt which can be redeemed at any cashier in the casino.
In addition, Rhode Island has pari-mutuel facilities which have video lottery terminals (VLT’s). VLT’s in Rhode Island play blackjack, keno, slots, and three versions of poker. They are operated in cooperation with the state lottery, and the lottery commission receives a percentage of all earnings. The machines accept cash but don’t pay out in cash; instead, they print out a receipt which must be taken to a cashier. The Rhode Island Lottery does not publicize average payouts for its VLT’s, but the machines are programmed with the following overall odds: Blackjack - 99.1%, Video Poker - 95%, 25˘ Keno - 92%, 50˘ Keno - 94%, and $1 Keno - 96%.
In South Carolina, there are two gambling cruise ships which sail into international waters where slot machines are unregulated. South Carolina is currently considering an option which would allow the county to ban these ships from South Carolina ports.
South Dakota law limits each casino licensee to a maximum of 30 slot machines in a building and no business is allowed to hold more than three licenses. The law also limits blackjack, poker, let it ride and 3-card poker bets to a maximum of $100, however, you are permitted to play more than one hand at a time.
In the city of Deadwood, there are about 20 casinos. In addition, there are also thirteen Native American casinos in South Dakota. These casinos are also subject to the $100 maximum bet restrictions.

No information is available on payouts in the tribal casinos.
Texas has one Native American casino and one casino boat. The Native American gaming operation offers poker, pull tab machines, bingo, and a blackjack game where each player must pay a commission to the house for each bet that is made. There is no information available as to payout rates.
Washington has over 70 casinos. The tribal casinos use a system of credits on special casino cards. No money is used in the casino. Slots payout information is not available.
West Virginia’s pari-mutuels use video lottery terminals, operated in cooperation with the state lottery commission, and revenues are shared with the lottery commission. The maximum bet is $2, and machines can pay out either with coins or with a receipt.
West Virginia requires that the video lottery terminals return 80% to 95% overall.
Wisconsin has only tribal casinos. Blackjack is the only allowed table game. Some casinos have as many as 2,500 slot machines. The state compact states that machines are required to have a minimum payout rate of 80%.
Wyoming has a single tribal casino with 52 video bingo machines and 235 video gaming machines. No information on payouts is currently available.
